See also #89 for the previous discussion about permissions. Apple was against this in 2020 in w3c/clipboard-apis#101 and w3c/permissions#175 while Blink shipped this in Chrome 64 in 2018 per caniuse.

The clipboard APIs are tricky, but having looked at this, it seems fine from a privacy perspective. There is a small risk with allowWithoutGesture: true in the sense that this would require some sort of explicit permission grant and I don't know how to ask for that. The clipboard-read permission is the risky one.
