Update Choose What to Sync

In choose what to sync during onboarding, History currently includes forms.

1. With the arrival of form auto-fill, we would like to split the Forms engine from History checkbox.

2. Payments will also land at the same time. We need to add this sync engine to the checkbox options.

3. While we are at it. @ryanfeeley will add short descriptions to each sync engine. Work in progress for copy here:

This feature will be released by staged roll-out via an add-on starting from 56. We need to support this in the registration flow and detect if the feature is enabled for the user.
