[Bug]: force-enable not displayed in reviewqueuehistory admin

What happened?

Followup for #15174 (comment)

1. An abuse report is sent -> based on it content is disabled
2. Developer is sending an appeal
3. Decision now is to reverse the initial one with force-enable

What did you expect to happen?

Review decision log should display force enable.

Copy-pasting my explanation from the issue:

Force enable (and only force enable, force disable should work) activity is not tied to one or more versions, it's tied to the add-on itself, despite clearing NHR for all versions as a side-effect. So we don't find which versions to consider updating the history of.

It should be a pretty rare case though.
