Session cash is not invalidated on system setting change

Description

When a user in one session changes the system settings ( admin settings ) the settings of other sessions are not refreshed and can get out of sync.

Reproduction steps

start two session ( Sa, Sb) ( two browsers )
on Sa login as admin and update a setting ( isOidcEnabled -> set to true )
on Sb reload the page, the old setting value is returned in the settings request

Expected behaviour

on Sb reload the page, the new ( updated ) setting value is returned in the settings request
