BuildKit ignores frontend for UTF-8 files with BOM

If you create an UTF-8 encoded file with a BOM and define a custom frontend, e.g. by starting the file with something like # syntax=docker/dockerfile:1-labs, then no error is thrown, but the frontend is completely ignored.
