open edX: implement a consistent, shared footer

As an MITx Online user, I'd like a consistent footer in the courseware that gives me access to key information about MITx Online.

Currently we have two different footers

• MFE UI version - example page
• non-MFE UI version - example page

Ideally, the footers would be consistent and shared.

Here's a mock-up of what it could look like. Note that you can use the default colors and fonts already established on the page.

Acceptance Criteria:

• fork frontend-component-footer-edx into a repo named frontend-component-footer-mitxonline
• implement the footer as described above, ensuring it is configurable
  • note that all links are the same as the footer on https://mitxonline.mit.edu/
  • Contact will be a mailto: link to mitxonline-support@mit.edu
• work with DevOps to deploy the new component
• update this checklist if any additional steps are discovered
