Encoding error parameter is not used for default encoding

If you do not pass an explicit encoding, and no charset meta-tag is found, the encoding-errors parameter is not used:

jusText/justext/core.py

(and L97)

It would be nice if you could have errors ignored/replaced even for the default encoding.

Hi, I don't think L93 is an issue, because I just trying to force to UTF-8 there. But L97 is definitely a bug. I'll fix it later today, thanks.
