I want to investigate separating out the HQ business unit
So that we accurately reflect the split in MOJ business units.

Value / Purpose

What would be involved in retiring the HQ business unit (and VPCs) from the Modernisation Platform and replacing them with Central Digital and Technology Servies business units?

This aligns with our AWS Tagging Strategy 🥳

I believe the history of the HQ unit was partially a drip bucket of the things that have now been more formalised as Tech Services and Central Digital - so making changes to reflect this makes sense ✅

We should also adapt or Rego rules to align with the new tagging strategy values, but that can be done separately if we'd like 😁
