Adding Centralised oracle licensing discovery to all accounts

User Story

As a
I need to find out what oracle licences we are using on our modernisation platform accounts
So that we are in compliance with our oracle licenses

Value / Purpose

Now that the POC is working as expected we need to expand this out to all the OU's in the modernisation platform OU this can be easily done by amending the string list in the locals.tf file in the terraform directory(see previous issue for location)

But before that we need to consult
