DR - S3 bucket region replication tfstate

User Story

As a mod platform devops engineer
I expect region specific infrastructure to be able to be replicated to another region (S3 in this case)
So that in case of DR, we have what is required to rebuild the platform.

Value / Purpose

This is required as the first step to being DR capable across regions.

Definition of Done

• Documentation has been written / updated
• S3 Bucket is syncing to eu-west-1
• Eu-west-1 changed to another region, and tested
• Access to bucket still works from new region.

Already exists in eu-west-1, replicated.
