So that I can deploy my app without having to rely on AP for ad hoc support

Hypothesis

If we... have good documentation about our base docker images
Then... app owners will not need to contact AP support for help

Proposal

Update the existing documentation on the base docker images to:

1. Remove assumptions that the user already has a base docker image
2. Provide minimal requirements for using either base docker image
3. Provide example dockerfile for the "old" base image (similar to how we have done for the open-source base image https://user-guidance.analytical-platform.service.justice.gov.uk/apps/rshiny-app.html#example-dockerfile)

If possible, move as much as possible to the base image, so that it reduces the amount that we need to document. E.g. can we add USER 998 to the base Dockerfile somehow, or add the CMD to the old base docker image.
