Investigate the functionality of the new AWS Bedrock service and compare it against SageMaker offerings

Why Should We Do This
Data Platform either now has or will shortly have a demand for LLM functionality and it's worth investing some time to understand the difference between the two offerings and limitations and constraints of each as well as how they can be used.

Paper comparing Bedrock and Sagemaker offerings
POC of consuming Bedrock via SageMaker
