Sync all auto actions to update awaiting-author-feedback-label across all sdk repos

When an author marks an issue as resolved some repo e.g Python repo do not remove the awaiting-author-feedback label. We need to sync all repos so they work similarly. Dotnet repo so far has most of this automated and will be a good template for the rest. See https://github.com/microsoftgraph/msgraph-sdk-dotnet/blob/dev/.github/policies/resourceManagement.yml#L118 to help add one more action to remove status-awaiting-triage if user resolves the issue without a comment.
