Manifest Schema v1.1 validation

The validation pipelines should support the new v1.1 schema.

Proposed technical implementation details (optional)

All current policies regarding validation should remain the same with respect to validation with the exception of Agreements being limited in scope to "verified developers".

Note: Verified developers is supported from a technical standpoint with #100, but the business process work is still pending.
