Toggling the menu bar causes many pieces of the UI to appear in the wrong position for one frame before settling into the correct place. The new custom title bar solves most of these issues, and it makes the jitter with the non-custom menu bar more noticeable by comparison.

In the Gif below notice that the scroll bar, bottom panel, status bar, and 'scroll to top' button all appear in the wrong position for one frame after toggling the menu bar.
