Cannot Change "Toggle Menu Bar" Hotkey

Hello,
I love vscode, but this bug was bothering me today, because I use alt to move between work spaces and different windows, so every time I move in or out of code, it toggles the menu bar. I would be happy to attempt to fix this myself if someone wanted to walk me through it, but I think it would be probably easier of someone who knows what they are doing.

Steps to Reproduce:

1. Change Toggle Menu Bar hotkey (Originally Alt). I changed mine to alt+m.
2. Press alt+m, nothing happens. Press alt alone, it toggles the menu bar as if I never changed the hotkey.

Does this issue occur when all extensions are disabled?: Yes
