Allow session restore to restore terminal history

Currently session restores not restore terminal history in vscode. But when same commands are used it would be practical to restore at least last used terminal commands. I know extenions could store this. Still it seems like feature that should be turn on by default.
This could be optional but I guess by default it should be turn on.
