Provide Option To Exempt .env Files When Enabling Explorer: Exclude Git Ignore #206737

Hello,

VScode lets you exclude git ignore files and folders from explorer which is a convenient and useful thing since these files and folders are not meant to be edited or seen... Except .env files, we need to edit and show .env files from explorer, but at the same time it has to be gitignored. Please make option to exempt env files from being excluded when setting exclude git ignore setting.

You can still access .env via CMD / CTRL + P and typing .env

Otherwise you want #869
