Add support for debugging with Haul

As for now extension supports only Attach to packager debug configurations for Haul. Please, leave your feedback in this issue, vote if you are interested in further improving of debugging support for Haul (for example, adding support for Debug in Android/iOS configurations). You can even name your own improvement that you want to see.

Would it be possible to create a configuration that automatically starts the haul packager,
Because it is annoying to have to start the haul packager separately when you want to do some debuging

Callstack has introduced a new Webpack-based toolkit for building React Native applications with full support of Webpack ecosystem, which is called @callstack/nativepack. The toolkit is a direct successor to Haul, and now it is being actively developed.
