Bump sqlparser version

SQL Server added new data type vector. The new published sqlparser (172.12.1) added support for vector data type. SSMS sqlparser version has been bumped. Please bump the sqlparser version of other tooling to support vector data type.

sqlparser 172.12.1 is currently only available from the internal feed, we'd need to have the latest versions published to the public nuget to allow SqlToolsService to consume it.

@Charles-Gagnon Can you help with publishing the latest sqlparser (172.14.1 last time I checked) to public nuget? Or do you think it make sense for me to join nugetsqltools and publish the latest version by myself?

Once that is done I'll work with @luxu1-ms to update syntaxes/SQL.plist to get proper colorization for vector datatype (and hopefully other keywords added to the new parser).
