Xdebug warning message always shows #1742

When running php scripts within a dev container I get the following message without any apparent way to silence it

Xdebug: [Step Debug] Could not connect to debugging client. Tried: localhost:9000

VSCode Version: 1.78.2
Local OS Version: Ubuntu 23.04
Local chip architecture: <x86, arm64, Apple Silicon>
Reproduces in: <Codespaces | 1Remote - Containers | Both>
Name of Dev Container Definition with Issue: rust + php + nodejs.

Steps to Reproduce:

Setup php devcontainer
run any php script
