Summary

Add automatic continuous deployment to PyPI.

Rationale

I keep having trouble with PyPI 2FA. If we want more frequent releases, this would make this easier.

Implementation

Need to find some kind of official guide on how to set this up in GitHub Actions. Most other geospatial libraries already have this, so we can copy their setup.
