In .net 5, WinRT is no longer part of the framework, so [C#] apps will need to use projections that are generated using cswinrt.

For Project Reunion apps, we will likely want to simplify our distribution story anyway, considering the feedback about long build times / developer inner loop. My proposal then is that we support C# PR apps (using WinUI 3) via a new projection nuget.
