RewardForSendingCommand not triggered by discrete turn and look commands

Move commands trigger the reward correctly; turn/look commands don't.
This is because the command handler is incorrectly returning false after applying the action, so the reward handler believes that the command failed to execute, and therefore doesn't count it.
