Stuck on migrating memory for both upgrades and new deployments

Description:
After deploying the application to azure, the development toolbar in the browser returns a warning that the memory storage needs to be updated and it may take a few minutes to complete (from the maintenance action).

This does not ever change whether it is 2 minutes, 10 minutes or even an hour. It is an endless cycle.

When does it happen:
This happens for both when upgrading from an earlier version of the application and when deploying it anew.

What build does this happen on?

What OS is used to deploy?
Windows 11

Resolution:
No resolution at this time. Must remain on an older build.

Azure reports:
None available at this time.

Edit: As it turns out, the vnet / peering wasn't configured correctly and it now works as expected. Closing
