Tried to insert certain glyphs from the nerd font set, but got only the missing symbol" square. Had a look at the character table, and found that there seem to be any glyphs from U+EBEC to U+EFFF are missing (U+EBEB and U+F000 are there). Made screenshots of the windows character table:
U+EBEB is there:
U+F000 is the next available glyph
Note: I'm not sure if I seen it on ttf variable or static ... unsure what's what ...

Only have one or the other installed.
Only the variable fonts, or only the static fonts.
Name conflicts may be causing your issues.
I just tested on the same OS, Win10 Pro 22H2, and same Word 2019 - and it worked fine.
Inserted it from Character Map - fine.
Inserted it from Word Symbol - fine.
Inserted it via typing ebeb+Alt+x - fine.
@kenmcd As I read @TipaRiordan's message, he talks about unicode chars from EBEC up until & including EFFF - which, I can confirm ~6 months later using latest Cascadia Code NF.
However, you're talking about EBEB - that's exactly the last unicode char before the mentioned, missing range starts.
@DHowett Can you have a look at this, please?
I'm particularly looking for inclusion of EC19 & EFC5.
