[IntelliJ] Submit with local artifact fail when no value for artifact from project #2200

Build: Private 2255

Repro Steps:

  1. Create a project

  2. Add/remote artifact from project structure

  3. Open one config file, click on the remote tab

  4. The "Artifact from intellij project" will be empty SOMETIMES. Please do step2 several times if it is not.

  5. Keep it empty, select "Artifact from local disk", enter main class and save the config file.

  6. Submit

Result:
Fail to submit

Fix with develop 848, the "Artifact from IntelliJ project" may change to empty sometimes, but the submission is sucessful.
