Issue Description

Starting from 07/01/2021 the task for uploading artifacts started to fail. We've noticed that it was updated from 0.182.0 to 0.188.0. The latest successful build — https://dev.azure.com/mseng/AzureDevOps/_releaseProgress?_a=release-environment-logs&releaseId=16469099&environmentId=185161600

@zhenghao104 @thisisbrianstewart is it possible to revert the task to 0.182 until the issue is fixed?

This is blocking our production build pipelines. I have raised a ticket with ADO engineering; for those within Microsoft, you can track IcM #248505374.

We cant revert the task version, but we can push out the fix for the task as soon as the PR is merged. The hotfix process does take some time as it requires several pipeline runs.
