Update default prompt for bash to use OSC 9;9

Is your feature request related to a problem? Please describe.
OSC 9;9 would allow to open new tab with same cwd. Currently, it requires manual intervention. If it was the default, it would make it easier for more developers to make use of the feature.

It would make it easier for people to make use of this feature if it was the default.

Eh, i just remembered, this is on the distro guys not the wsl team.
