Repro Steps

1. WSL is shutdown
2. open start wsl either by running wsl command or starting the Ubuntu terminal

Expected Behavior

Get a prompt in 1 to 2 seconds

Actual Behavior

takes 60+ seconds to get to wsl to start up

I tried to update wsl to the beta release but that did not work. I tried to reinstall the distro but that did not work. I have not changed anything other than when I upgraded wsl to the newest general release in November. That is when this started to happen.

I tried a clean install of a distro and still the issue of 60+ seconds startup. Nothing in my bashrc file
