Steps to reproduce

In my circumstance, I am using Sibelius Notation software. When I go to export and browse for a location, it opens Windows Explorer. That window version has a New Folder button near the top left. Clicking that button opens the Template folder instead of creating a new one.

✔️ Expected Behavior

In Windows Explorer, I expect the New Folder button to create a New Folder.

❌ Actual Behavior

When I click the New Folder button in the Explorer, it opens the Templates folder for the New+ feature in PowerToys.

Other Software

I became aware of the issue when using Sibelius music notation software, but it happens in any program I use (e.g., Adobe products).
