Flickering Black Screen With Multiple Monitors

Steps to reproduce

Turn on Power Toys. Move Application Window from One Fancy Zone to Another or from one monitor to another.

✔️ Expected Behavior

No flickering when moving items between zones or moving application windows around on the monitor/screen.

❌ Actual Behavior

When PowerToys is enablabled, and I attempt to move application windows around on screen or betwen Fancy Zones, the monitor starts flickering from black and then back to normal operation and at times disconnects from the the system and then reconnects. This behavior does not seem to occur when PowerToys is disabled or turned off. This only seems to happen on one monitor that I have -- the largest monitor on my system. I have 8 total monitors connnected to my systemas shown below:

The monitor that starts to flicker (#2 above) is Onn TV/Monitor that has the following specifications:

• Resolution set to 4096x2160
• 150% scale and layout
• Refresh rate is set to 30.000 Hz
• Bit Depth: 8-bit
• Color format: RGB
• Color space: Standard dynamic range (SDR).).

Again, only the large monitor flickers when moving applications between zones and only when PowerToys is enabled.

I have attached a video to this ticket so you can see the actual behavior. In the video, I drag a window from another monitor (monitor #8) onto the larger monitor (monitor #2) and you will see the screen goes black. After a bit of time the screen comes back. I then start dragging the window into different zones and after some time when moving between zones, the screen goes black again and finally comes right back.
