control Volume with windows key + mouse wheel and send to back window

Description of the new feature / enhancement

I use altDrag for 2 actions:

• volume control with win key + mouse wheel
  why? is faster than go to volume tray icon or press some volume key in custom keyboard. The wheel is more intuitive for volume control

• send back window to back
  why? is faster than go to taskbar and search the window that I want. Simply I press Win Key + mouse clic to lower a window and find the one I want.

Also, AltDrag provides fast functions in a small size program that PowerToys can absorb

Scenario when this would be used?

scenario:
volume control: When you need it to talk someone or just adjust volume at your will
send back window: When you work with many windows and not necesarily have it in tiles
