allows for multiple clipboard each with something different on each that can be pasted individually. for example with shortcuts (ctrl + v + 1) or (ctrl + v + 2) etc

Scenario when this would be used?

any time you want to have more than one thing on your clip board

Yes, Windows already has a clipboard history that's quite useful. If you want something a bit more robust (but still minimalistic) and one that also keeps the entire history after a restart, I'd suggest trying out ClipX.

While it'd be nice if the windows clipboard was a bit smarter, I'm not sure if adding another solution via PowerToys should be the way to go - the base clipboard app should be enhanced instead (with keyboard shortcuts for the last, 2nd to last or even 3rd to last item to paste, keep the history, etc.).
