Define key mappings to be active in a specific application instead of just globally.
It appears that shortcuts have this ability but key remapping does not have the ability to scope to an application.
Scenario when this would be used?
My specific use case is Adobe Lightroom. I would like to redefine some keys so common operations can be performed by my left hand, with my right hand on the mouse. For example, the numeric keys currently set ratings, but it would be more useful to use these for navigation:
I was able to make these remappings work but they are system-wide and I want them active only in Lightroom. It would be inconvenient to have to enable/disable keyboard remapping when switching apps.
If I actually need to type a number in Lightroom, I can use the numeric keypad, so redefining the numbers on the keyboard would not conflict.

Adobe Lightroom does not provide a feature to allow for user-based keyboard remapping. Most applications don't. The use of the left hand for navigation while the right hand runs the mouse is common in first-person video games. Allowing keys to be remapped in applications

Agree with this. I'm using the remapper to map up hardcoded or unmappable keys in certain games. I use a Kinesis keyboard, so keys they generally don't expect you to want to map, like backspace, delete become usable with this, but it's annoying if you forget to turn it on (or even worse, forget to turn it off afterwards).
A per-app binding option would be an absolutely amazing accessibility feature IMO

2 - Previous Photo (left arrow)
3 - Undo (Ctrl+Z)
