We should try registering the module in HKCU to avoid this requirement.

That would make #14089 obsolete, right?

That task tracks UI improvements, this one is removing admin requirement altogether if possible.

Have we verified this is possible? This could just be a side effect of the installer work or still not possible

Yes, unfortunately it's not possible using official APIs, since IFilterMapper2::RegisterFilter requires elevation to run.
