Allow 3 modifiers in remap shortcuts.

On an Azerty keyboard, I'd like to map ctrl-alt-& to ctrl-alt-shift-&.

Use case : On Confluence ctrl-alt-1 is a shutcut for heading 1, ctrl-alt-2 for heading 2 etc. in order to have this working on Azerty I currently need to press ctrl-alt-shift-& to get heading1.
