Exceptionally long build times compared to the old sqlproj format.

• SqlPackage or DacFx Version: v162.5.57.1
• .NET Framework (Windows-only) or .NET Core: .Net 8.0
• Environment (local platform and source/target platforms): Windows 11, Ubuntu Linux in WSL. Target is SQL Server 2019.

Steps to Reproduce:

1. Build the application.
2. Wait forever.

Did this occur in prior versions? If not - which version(s) did it work in?

12:06:37 to build this project, which is many times higher than the original sqlproj format took. The original sqlproj format took under a minute to build. Is there something I can do to improve this? In excess of ten minutes is far too long to build what amounts to a simple dacpac.
