Actual Result:
Focus moving to the out of the dialog while navigating to the open bot dialog using tab key

Expected Result:
Focus should not moves to the out of the dialog while navigating to the open bot dialog using tab key

Note: Same issue repro for all dialog controls throughout application
Note: Same issue repro for below path
Welcome bot Framework emulator ->Navigate to the Sign in with Azure account -> Sign in with Azure account dialog

Repro Steps:

1. Open the Bot Framework V4 Emulator.
2. Navigate to the Welcome tab screen
3. Navigate to the open bot control
4. Open bot dialog gets opened and Navigate to the open bot dialog using tab key
5. Observe the issue

User Impact:
Users who rely on keyboard navigation will be affected if the keyboard focus moving out the of dialog keyboard users will be affected to navigate to the dialog

OS Build: Version 1903(OS Build 18362.239)

Application: Bot Framework V4 Emulator

Verified in latest bot emulator Version 4.5.2-78641 and issue got fixed. Hence closing this bug
Now keyboard focus is looping inside the dialog only.
