Ability to submit events on pln events page with out needing to use github

Idea?

• Provide a method for non-technical users to submit events for the pln events page

Why is this important?

• Plenty of non-technical users tackle the responsibility of event management & community operations. Submitting via GH is a huge barrier to entry for them. Most of these users end up relying on an admin to push their request or simply turn away.
• In addition to the GH event submission, an alternate/easy-to-use way to submit events via UI will allow more users to partake in hosting events across the network.
