There's a number of pytest tests that are skipped for Windows. You can grep the code for this issue number to find them. (at the time of writing this issue the code is https://gitlab.com/meltano/meltano/-/merge_requests/2639 )

I think success for this issue is that most of the Windows Tests are passing, and any individual tests that are left marked as "skipped" either have an individual issue in for them or are acceptable to ignore and the reason is put in pytest.
