Jetpack Unit Consuming Extra Fuel

Issue description

When installing jetpack units to the mekasuit and then using the jetpack mode on hover mode, you will see that the vertical speed modifier fuel consumption is still being taken into account. This means there is no thrust difference (because we are on hover mode) and vertical speed modifier causes the jetpack to burn extra fuel for no reason.

Steps to reproduce

1. Install jetpack units to mekasuit and fill it up with hydrogen and energy.
2. Use the jetpack on hover mode, check the fuel consumption rate.
3. Increase the vertical speed modifier, check the fuel consumption.
4. See that extra fuel is consumed regardless of the hover mode.
