Issue description

When we place a block of the multiblock too fast, the multiblock doesn't form. This happens both on singleplayer and server.

Steps to reproduce

  1. Have a non-completed multiblock.
  2. Place the last blocks too fast. The multiblock won't form until we break and replace a block of it.

Minecraft version

1.19.2 (Latest)

Forge version

43.1.25

Mekanism version

Current Dev Branch (Manually Compiled)

Apparently it is not only about placing, breaking a formed multiblock too fast then replacing the blocks also prevents it from forming. So it is like the multiblock can't check fast enough if the block is still there or not.
