I'm wondering if reverse engineering the token generation and using it for free is legal or not?

absolutely not
from google terms of service https://cloud.google.com/terms/

"Token" means an alphanumeric key that is uniquely associated with Customer’s Account.

But this doesnt use google cloud translate. It uses google translates servers.
