mate-settings-daemon --no-daemon --debug should output A LOT of message from g_debug() calls, but no messages are being output. This can be seen in our 1.2 and 1.4 packages. I've been able to confirm that this is working in our 1.0 packages, so somewhere between 1.0 and 1.2 something broke.
After checking the git logs for mate-settings-daemon, I didn't see anything that could have broken anything. Unfortunately, a lot of the pre 1.1.0 changelogs were lost in the transition from Perberos' repo to this repo.
Since this is blocking the development of mate-settings-daemon mpris2 support, this is a high priority bug.
