Self hosted github runner needs version bump to 2.302.1

I've deployed the runner on my cluster but it is stuck in the loop - it updates itself to the recent version and proceed with restart

Can we bump base image to 2.302.1 ?

I've changed to newer version and re-build the image but I've got errors about setup.sh not being run.
Bonus - there is some issues with the docker in docker support and docker actions in the self-hosted agent actions/runner#406
