Support mixed groups of buttons and action icons and evaluate auto-overflow mechanism

It would be awesome if buttons and action icons could be grouped. In a lot of cases I want to have one or more primary action, where it is relevant to display some label to the user. In addition to that it often times happens, that I need a "More actions" menu (classic vertical dots action icon).

From the usage I am open to anything but I think it makes sense to also think about some kind of automation to include certain labeled actions into the "More actions"-menu automatically. One of the references that came to my mind is microsoft's fluent ui. In there they implemented exactly that as a component called CommandBar.

Do you think this is possible?
