Delete netcat.vm

As tracked in #1309, this package is unlisted and fails to be installed, I contacted to the chocolatey owners of this package. This issue is to track the removal of netcat.

Documenting some more important details discussed in #1309

The netcat.vm community package that we use in netcat.vm fails to install. FLARE-VM had netcat.vm in the default configuration till December, when we removed it because the community package had been unlisted and nmap.vm already installs ncat which provides similar functionality: mandiant/flare-vm@1eebdbc. @sara-rn has contacted the Chocolatey Ownders of the package (via the contact form). I expect that they do not plan to continue to maintain this package as it has been unlisted. Unless we get extra information from them, I think we should remove the package. For this we need to remove the package code from this repository (which @sara-rn is planing to do this in #1309) and to delete the package from the MyGet feed (I'll take care of this).
