Update report with ortho index info

The ortho indices can be accessed as a Fusion Table, which is nice because you can see the tiles against a Google Maps basemap and click on specific tiles for tile attributes (e.g., name): https://www.google.com/fusiontables/DataSource?docid=1JZq9jerP83RzHCVbDsrwtHnrYacdLx2B59XvOHYK. This is the easiest option.

The same thing (though as a shapefile) is available in each primary bucket. You can find it by searching by prefix for 'ortho'. The file is called 'ortho_index_shapefile.zip'.
