Add report combination functionality

Since rushy knows how to split reports when running in a "worker" mode, it should support combining partial reports back into a whole one. It also implies having access to config because I want the URLs in the combined report to be sorted as they are in the config.

I suppose we might introduce commands and use it as rushy combine-reports ... or so.
